SOCIAL HOST ORDINANCE GOES IN EFFECT

SOCIAL HOST ORDINANCE GOES IN EFFECT FEBRUARY 4

Contacts: Lane County Board of Commissioners, 541-682-4203; C. A. Baskerville, Lane County Health & Human Services, 541-682-3031

A “social host” ordinance will go into effect beginning Thursday, February 4.

The Lane County Board of Commissioners voted to include a “social host” ordinance in the Lane County Code January 4 after hearing from community members affected by under-age parties in unincorporated areas of Lane County. These parties are being hosted or otherwise supported by adults, and are causing great concern for area residents.

The ordinance will prohibit social hosting in unincorporated Lane County and enforce violations including:

  • First response will receive a fine of $250 and a warning that if another event occurs involving the same occupants and owners within 3 years, the ordinance requires payment of response fees and enhanced fines.
  • Second response within a three-year period will require the violator to pay a $500 fine and possibly pay for the actual cost of law enforcement, fire, and other emergency providers responding to a location.
  • For each subsequent response in a three-year period, an additional $1,000 will be charged to the violator and possibly pay for the actual cost of law enforcement, fire, and other emergency providers responding to a location.

The ordinance does not apply to owners of large tracts of land (timber or agricultural land over 50 acres in size or rental income property owners) unless they had knowledge of the event and consented. This is due to the difficulty of patrolling large tracts of land for violations of this ordinance.

The Board will review the ordinance’s impact nine months after its effective date.
